This website is run by Norfolk County Council.
We want as many people as possible to be able to use this website.
For example, that means you should be able to:
- Change colours, contrast levels and fonts
- Zoom in up to 400% without text spilling off the screen and without content being truncated or overlapping
- Navigate most of the website using just a keyboard
- Navigate most of the website using speech recognition software
- Listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
AbilityNet has advice on making your device easier to use if you have a disability.
How accessible this website is
We aim to meet the World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG) 2.2 at AA level.
However, we know some parts of this website are not fully accessible.
There are issues with the email newsletter sign up form. It:
- Has an email form field that does not support autocomplete
- Tells screen reader users that the email form field has invalid input until it has been completed correctly. This may confuse users as this is not typical form behaviour.
- Is embedded on the page in an iframe that does not have a descriptive accessible name. This may make it difficult for users to identify the form or find it on the page
There are issues with the 'Adult Social Care Sector Q and A responses - December 2024', 'Adult Social Care Sector Q and A responses to 9 April 2025 update - April 2025' and 'Adult Social Care Sector Q and A responses to Immigration White Paper (IWP) changes on 22 July 2025 - August 2025' PDFs:
- They don't have document titles
- Some headings are not correctly formatted
- Some link text does not clearly describe where the viewer is being taken or what they can expect when they click the link
- Some lists are not correctly formatted
- Some tables are not correctly formatted
- Some text does not have accessible colour contrast against its background

Compliance status
This website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.2 AA standard.
Non-accessible content
The content listed below is non-accessible for the following reason.
Non-compliance with the accessibility regulations
Email newsletter sign up form
The email field in the email newsletter sign up form does not include the attribute and value 'autocomplete="email"'.
This fails WCAG 1.3.5 Identify Input Purpose.
The email field in the email newsletter sign up form includes 'aria-invalid="true"' until it has valid input, which triggers the value to change to "false". This is incorrect use of the attribute - on form load it should be set to "false" and it should only be set to "true" if invalid input is detected when validation is performed.
This fails WCAG 3.3.1 Error Identification.
The email newsletter sign up form is embedded on the page using a script. This creates an iframe element within the html. The iframe does not have a descriptive accessible name.
This fails WCAG 4.1.2 Name, Role, Value.
PDFs without an accessible title
The 'Adult Social Care Sector Q and A responses - December 2024', 'Adult Social Care Sector Q and A responses to 9 April 2025 update - April 2025' and 'Adult Social Care Sector Q and A responses to Immigration White Paper (IWP) changes on 22 July 2025 - August 2025' PDFs do not have document titles. Documents must have a title to describe their topic or purpose.
This fails WCAG 2.4.2 Page Titled.
PDF headings not correctly formatted
The 'Adult Social Care Sector Q and A responses - December 2024', 'Adult Social Care Sector Q and A responses to 9 April 2025 update - April 2025' and 'Adult Social Care Sector Q and A responses to Immigration White Paper (IWP) changes on 22 July 2025 - August 2025' PDFs do not have a heading 1 applied to them. They each have text that functions as visual headings but are not formatted using heading styles.
This fails:
- WCAG 1.3.1 Info and Relationships
- WCAG 2.4.6 Headings and Labels
PDF link text is not descriptive
The 'Adult Social Care Sector Q and A responses - December 2024' and 'Adult Social Care Sector Q and A responses to 9 April 2025 update - April 2025' PDFs use full URLs instead of descriptive link text to tell the reader where the link is taking them.
This fails WCAG 2.4.4 Link Purpose (in Context).
PDF lists are not correctly formatted
In 'Adult Social Care Sector Q and A responses - December 2024' on page 3, the bullet-pointed list is broken up by adding in a link as paragraph text.
This fails WCAG 1.3.1 Info and Relationships
PDF tables not formatted correctly
On pages 7-9 of 'Adult Social Care Sector Q and A responses - December 2024', the table contains merged cells (on page 8) and the header row does not repeat (on page 9).
This fails WCAG 1.3.1 Info and Relationships
PDF text colours do not have accessible contrast
The 'Adult Social Care Sector Q and A responses to 9 April 2025 update - April 2025' PDF contains text that does not have an accessible colour contrast again the background. On page 2, the red text against the white background has a contrast ratio of 3.99:1. It should have a contrast ratio of at least 4.5:1 to be accessible.
This fails WCAG 1.4.3 Contrast (Minimum).
